---From CCDP2019 to WDPD2019 and iPRES2020
Thanks to the invitation from DPC, I have an opportunity to be involved in World Digital Preservation Day again and also to introduce China's progress in digital preservation.
After being busy with Chinese Conference on Digital Preservation 2019 (CCDP, http://dipres2019.csp.escience.cn/dct/page/1 ), I start writing this blog for WDPD2019. Just like DPC's World Digital Preservation Day has become an international event, the CCDP series of conferences have also became the most important event for Chinese archivers. The surprises and exhaustion brought by CCDP2019 have not disappeared, and my mind is still full with CCDP2019.
The development of information technology has made Chinese society highly digital, and the preservation of digital information has become an important issue. In order to ensure the trusted preservation and sustainable use of knowledge resources in China, National Digital Preservation Program (NDPP, www.NDPP.ac.cn) has continued to hold Chinese Conference on Digital Preservation for years. This year, it was held in Beijing from 29 to 30 October. CCDP2019 brings together experts and scholars from libraries, archives, museums, cultural and heritage circles, as well as computer, publishing and scientific data communities. All met to discuss the digital preservation of digital audio, video, digital image, scientific data, social media, computer-aided design products, digital art products, compound digital objects, digital humanities materials, and open educational resources, and virtual reality resources; with the particular question of how to promote digital preservation development at the national level.
During CCDP2019, we were delighted to see that the joint efforts from different domain have had more outputs. Typically, there is a good progress in science research domain; the full chain of digital preservation throughout the entire research life cycle is basically established. NDPP has been committed to the preservation of digital science literature resources in China in order to avoid risks, especially political risks. NDPP has preserved many important scientific and technical literature resources. The CAS IRGrid ( http://www.irgrid.ac.cn/ ) has become the world famous IR network, which preserves the research output of researchers from more than 120 institutes of the Chinese Academy of Sciences. The Computing Network Information Center of the Chinese Academy of Sciences has established a large-scale scientific data center that preserves scientific data from multiple disciplines. China Ecosystem Research Network collects and stores massive locating observation data resources. The National Genomics Science Data Center of the Beijing Institute of Genomics, Chinese Academy of Sciences has established China's Big Data Center for Life and Health, and it has become the most famous world biodata center just like NCBI and EBI.
In the medical domain, from the Chinese Academy of Medical Sciences to local hospitals and military hospitals, the data center of different scales implements the preservation and management of medical big data, involving drug records, laboratory data, regulatory information, clinical trial data, electronic medical records, etc. Some universities, such as Peking University and Shanghai University of Science and Technology, begin their exploration into digital preservation of through campus data centers and smart campuses. Most museums, including the National Museum, the Forbidden City Museum, the Dunhuang Research Institute, and the Nanjing Museum, use digitalization as main method as well as integrating a variety of information to build a smart museum. Depend on their own advantages, the archives embed the digital preservation requirements into each process of archive management. The Archives of Chinese Academy of Sciences has developed a full lifecycle preservation plan for digital archives. Chinese storage industry has established a self-innovated ultra-large capacity Blu-ray storage library as well as relevant national standards.
At the same time, we have learned a gap with other developed countries. The awareness and efforts in digital preservation in China are far from enough. We are looking forward to promoting exchanges with international experts through ipres2020 (www.ipres2020.cn), raising awareness of digital preservation, especially high-level people and policy-makers, and promoting the substantial progress of digital preservation in China.

共同努力减少数字信息面临的风险
---From CCDP2019 to WDPD2019 and iPRES2020
感谢DPC的邀请,使得我有机会参与国际活动,也依旧能够通过这个会议继续像国际同行介绍中国的进展。
今年依旧是在忙碌完CCDP2019(CCDP, http://dipres2019.csp.escience.cn/dct/page/1)之后,开始撰写WDPD2019的BLOG。如同DPC的世界保存日成了国际保存领域的重要活动,CCDP系列会议也是中国存档者的重要集会。CCDP2019所带来的惊喜和疲惫还没消去,大脑里满满的都是会议信息。
信息技术的发展使得中国社会高度数字化,数字信息的保存成为一个重要问题。为确保在中国本土可靠保存和永续利用各种丰富形态乃至未来形态的知识资源, NDPP持续举办了“数字资源长期保存全国学术研讨会”,今年(2019年)于10月29-30日在北京召开。来自图书馆界、档案界、文博界、计算机界、出版界、科学数据等领域的30多位专家学者,共同探讨对数字音视频、数字图像、科学数据、社交媒体、计算机辅助设计产品、数字艺术产品、复合数字对象、数字人文资料、开放教育资源、虚拟现实或增强显示内容资源的可靠的长期保存,以及如何争取国家政策方面的支持和持续推动国家层面的保存活动。
在CCDP2019中,我们欣喜地看到全国同仁们在数字保存领域的共同努力已经初见成效。在科研领域,贯彻整个科研生命周期的数字信息保存管理链条基本建立。国家数字科技文献资源长期保存体系(NDPP, www.NDPP.ac.cn )一直致力于数字科技文献资源的中国本土保存,以避免各种风险特别是地缘政治风险,目前已经保存了许多重要科技文献资源,为全国科研人员提供基础的文献保障。CAS Grid已经成为世界上著名的IR网络,保存着中国科学院120多个研究所的科研人员的科研产出。中国科学院网络中心,科学数据中心的规模在不断扩大,已经保存了多个学科的科学数据;中国生态系统采集和保存海量的定位观测数据资源;中国科学院北京基因组研究所国家基因组科学数据中心,已经建立我国生命与健康大数据中心,成为与NCBI、EBI齐名的国际主要生物数据中心。
在医学数据方面,从中国医学科学院到地方医院、部队医院,逐级建立了数据中心,实施医学大数据的保存和管理,数据涉及药品记录、实验室数据、监管信息、临床试验数据、电子病历等。在高校,如北京大学,上海科技大学系,通过校园数据中心、智慧校园,开展了数字资源长期保存的全新探索。博物馆领域,包括国家博物馆、故宫博物馆、敦煌研究院、南京博物馆,则主要以数字化为手段,在保护文化遗产的基础上,集成多方面信息,开展智慧博物馆建设。档案领域利用自身优势则将长期保存的要求融入档案管理的每个环节,中科院档案馆已经制定数字档案的全生命周期保存规划。中国的存储领域也开始发力,自主创新建立超大容量蓝光存储库,建立相关国家标准。
同时我们也看到,与其他发达国家相比,我国在数字长期保存的意识和努力还远远不够。我们期待通过iPRES2020国际会议(www.ipres2020.cn),增进与国外同行的交流,提升国内特别是高层和决策层人员对数字长期保存的意识,有力推动全国范围的数字资源长期保存的实质进展。
